Suspect in COVID-19 Relief Fraud Arrested at South Africa-Botswana Border

RAMATLABAMA — Tokelo Winston Frederick Modiboa was arrested on Thursday by the Border Management Authority at the Ramatlabama border post between South Africa and Botswana. Modiboa, sought since November 2022 for his involvement in a COVID-19 Temporary Employer/Employee Relief Scheme (TERS) fraud, is now one of 21 suspects implicated in the case spanning from 2020 to 2021.

According to South African Government News Agency, Modiboa, 59, appeared in the Mmabatho Magistrate's Court on Friday facing fraud charges. Investigations by the Hawks' Serious Commercial Crime Investigation team uncovered that Modiboa received funds from three main suspects who submitted fraudulent claims on behalf of non-existent employees. Modiboa is alleged to have received a total of R150,500 linked to these fraudulent activities. He was remanded in custody and is scheduled for another court appearance on June 5, 2024.
